$114,952 in Illicit Substances Seized During Drug Trafficking Investigation – Niagara Falls

In January 2026, the Niagara Regional Police Service (NRPS) 2 District (Niagara Falls/Niagara-on-the-Lake) Street Crime Unit (SCU) began an investigation into the sale of illicit substances. A male suspect was observed to be exhibiting behaviour consistent with the illegal trafficking of drugs. On Thursday, February 26, 2026, at approximately 3:50 PM, the accused was arrested after a brief foot pursuit.
Detectives with the SCU applied for and were subsequently granted judicial search warrants for the suspect’s vehicle and a residence on McLeod Road in Niagara Falls. With assistance from 1 District (St. Catharines/Thorold) Street Crime Unit, 2 District uniform patrol, 2 District Community Oriented Response and Engagement Unit (CORE), 2 District Criminal Investigative Branch (CIB) and the Canine Unit, the warrants were executed with the following items being seized:
- 272.2 grams suspected fentanyl (street value $59,884)
- 450.4 grams suspected cocaine (street value $54,048)
- 51 Hydromorphone tablets (street value $1020)
- 2 Replica handguns
- 1 Crossbow
- 6 Throwing Knives
As a result of the investigation, 33-year-old Cody COSTIFF of Niagara Falls is charged with the following criminal offences:
- Possession of a Schedule I Substance for the Purpose of Trafficking (Fentanyl) (2 counts)
- Possession of a Schedule I Substance for the Purpose of Trafficking (Cocaine) (2 counts)
- Possession of a Schedule I Substance for the Purpose of Trafficking (Hydromorphone) (1 counts)
29-year-old Kaitlynn MADILL of Niagara Falls was arrested and charged with the following criminal offences:
- Fail to Attend Court
- Fail to Comply with Probation Order
COSTIFF and MADILL remain in custody and are scheduled to attend a bail hearing on Friday, February 27, 2026.
