Arrest Made in Theft from Mailbox Incidents in Welland

On February 27th, 2026, uniform officers with the Niagara Regional Police Service (NRPS), 3 District (Welland/Pelham) responded to reports of a male committing thefts from mailboxes from residences in Welland.
Detectives with the Central Fraud Unit took over the investigation which led to the identification of the male.
On March 4th, 2026, 31-year-old Huguens CHARLESCAT , of Etobicoke was arrested and charged with two counts of Theft from Mail.
CHARLESCAT remains in custody after attending a bail hearing which was held March 5, 2026.
Detectives are asking residents of Welland who believe CHARLESCAT attended their residence, to contact Equifax and Trans Union to ensure no unauthorized credit cards have been opened in their name.
