In December 2025, the Niagara Regional Police Service (NRPS) 1 District (St. Catharines/Thorold) Street Crime Unit (SCU) began an investigation into suspected drug trafficking and human trafficking in the City of St Catharines as a result of community complaints.

The investigation identified a male suspect who exhibited behaviour consistent with the illegal trafficking of drugs. Detectives applied for and were subsequently granted judicial search warrants for a vehicle operated by the suspect, and an address on Louth Street in St Catharines.

On Thursday, February 26, 2026, a male was placed under arrest, and the warrants were executed with assistance from 1 District Community Oriented Response and Engagement Unit (CORE) and the Human Trafficking Unit. The following items were seized as a result of the investigation:

  • 12 grams suspected Fentanyl (street value $2640)
  • 68 Hydromorphone Tablets (street value $1360)
  • 9 Oxycodone Tablets (street value $90)
  • $1287 Canadian Currency

As a result of the investigation, 39-year-old Kraig SALMON of St. Catharines is charged with the following criminal offences:

  • Possession of Proceeds of Property Obtained by Crime under $5000
  • Possession of a Schedule I Substance for the Purpose of Trafficking (Fentanyl)
  • Possession of a Schedule I Substance for the Purpose of Trafficking (Hydromorphone)
  • Possession of a Schedule I Substance for the Purpose of Trafficking (Oxycodone)
  • Possession of Property Obtained by Crime Under $5000

SALMON was released on a Form 10 Undertaking with a future court date.

Due to the nature of the investigation, detectives have reason to believe there may be witnesses related to this investigation. Detectives are urging anyone with information to come forward.
