Toronto Male Arrested in Drug Trafficking Investigation – Niagara Falls

On Tuesday, February 10, 2026, the Niagara Regional Police Service (NRPS) 2 District (Niagara Falls/Niagara-on-the-Lake) Street Crime Unit (SCU) began an investigation into the sale of illicit substances. A male was observed exhibiting behaviour that was consistent with the illegal trafficking of drugs.
At approximately 4:20 pm, with assistance from the Niagara Parks Police Service, detectives conducted a traffic stop on a vehicle being operated by the suspect, and he was arrested. A search incident to arrest located the following items:
- 6.5 grams fentanyl (street value $1300)
- 8.1 grams cocaine (street value $810)
- 109 hydromorphone tablets (street value $2180)
- $1603 Canadian Currency
The vehicle was seized and a judicial search warrant has been requested.
24-year-old Jahquan RUGLASS-BROWN of Toronto is charged with the following criminal offences:
- Possession of a Schedule I Substance for Trafficking (Fentanyl)
- Possession of a Schedule I Substance for Trafficking (Cocaine)
- Possession of a Schedule I Substance for Trafficking (Hydromorphone)
- Possession of Proceeds Obtained by Crime under $5000
- Fail to Comply with Release Order (2 counts)
RUGLASS-BROWN attended a bail hearing on Wednesday, February 11, 2026.
