GREATER TORONTO AREA RESIDENT CHARGED WITH DRUG-RELATED OFFENCES IN THUNDER BAY

(THUNDER BAY, ON) - A North York and a Thunder Bay resident are facing Criminal Code (CC) and Controlled drugs and Substances Act (CDSA) charges following a drug trafficking investigation in Thunder Bay.

In April 2026, the Ontario Provincial Police (OPP)-led Provincial Guns and Gangs Enforcement Team (PGNG), including members from the Thunder Bay Police Service (TBPS), began an intelligence-led investigation into drug trafficking activity in Thunder Bay. This investigation was initiated based on information provided by the OPP Investigation and Enforcement Bureau.

On Wednesday, April 22, 2026, PGNG investigators, with assistance from the OPP Community Street Crime Unit, TBPS Emergency Task Unit and TBPS Community Oriented Response Unit, executed a search warrant on Cumberland Street South in Thunder Bay. As a result, officers seized the following:

  • 97 g suspected cocaine
  • 12 g suspected crack cocaine
  • 16 g suspected fentanyl
  • $2,000 CAD
  • One cell phone
  • Digital scale

The estimated street-value of the drugs seized is $12,500.

As a result of the investigation, Chance ALLICK, age 26 of North York, was arrested and charged with the following offences:

  • Possession of proceeds of crime, s. 354(1)(a) CC
  • Possession for the purpose of trafficking - cocaine, s. 5(2) CDSA
  • Possession for the purpose of trafficking - fentanyl, s. 5(2) CDSA

The accused was held for a bail hearing and is scheduled to appear before the Ontario Court of Justice in Thunder Bay on Friday, May 1, 2026.

Holly PAPASSAY, age 54 of Thunder Bay, was arrested and charged with the following offences:

  • Possession for the purpose of trafficking - cocaine, s. 5(2) CDSA
  • Possession for the purpose of trafficking - fentanyl, s. 5(2) CDSA

The accused was released from custody following a bail hearing and is scheduled to appear before the Ontario Court of Justice in Thunder Bay on Friday, June 5, 2026.

The PGNG in the North West Region consists of members from the OPP, TBPS and Nishnawbe Aski Police Service (NAPS), with support from the Royal Canadian Mounted Police (RCMP).
