Wanted suspect arrested, continuing to seek the public’s assistance

UPDATE #3 – LONDON, ON (December 1, 2025) – The previously wanted 43-year-old woman, of Toronto, has been arrested after turning herself into police last Friday.

She is scheduled to appear in London court on January 8, 2026, in relation to her charges.

Police continue to investigate the property damage that occurred at the protest on October 21, 2025, and are seeking the public’s assistance with identifying another suspect.

The suspect is described as male, White, medium build, wearing all black with a black hoodie, toque, black sunglasses and a blue bandana around his neck.

Investigators are including a photo in hopes that public can assist with identifying him.

Police are asking anyone who may have information in relation to this investigation to contact the London Police Service.

The investigation remains ongoing.

UPDATE #2 – LONDON, ON (November 26, 2025) – Additional charges have been laid as a result of the ongoing investigation into the protest from last month.

On Tuesday, November 25, 2025, members of the London Police Service Street Crime Unit executed warrants at four (4) residences in London, Hamilton, Marmora and Owen Sound.

A search of the residences led to the following items being seized:

  • A number of computers and laptops
  • Cellphones
  • USB thumb drives
  • Protest placards
  • Hard drives
  • Ipads
  • Plans indicating how to cause property damage during the protest
  • Two-way radios
  • Smoke bombs
  • Handwritten documents describing police Public Order Unit tactics

As a result of the search warrants and ongoing investigation the following people have been charged.

Rachel Small, 38, of Marmora, has been charged with two (2) counts of mischief over $5000.

She is scheduled to appear in London court on January 8, 2026, in relation to her charges.

David John Heap, 59, of London, has been charged with one (1) count of obstruct a peace officer.

He is scheduled to appear in London court on January 6, 2026, in relation to his charge.

Patricia Mills, 41, of Hamilton, has been charged with the following offences

  • Obstruct a peace officer
  • Disguise with intent
  • Two (2) counts of mischief over $5000

She is scheduled to reappear in London court on January 7, 2026, in relation to her charges.

Additionally, Diana J Thorpe, 43, of Toronto, has been charged by way of warrant of arrest as her current whereabouts are unknown for the following offences:

  • Disguise with intent
  • Two (2) counts of mischief over $5000

Investigators have included a photo of Diana in hopes the public can assist with locating her. She is described as female, White, approximately 6’0”, 161 lbs, with short grey and brown hair and blue eyes.

Police are asking anyone who may have information in relation to this investigation to contact the London Police Service.

The investigation remains ongoing.

UPDATE - LONDON, ON (October 28, 2025) – A LaSalle man has been identified and charged by warrant of arrest as the result of the ongoing investigation in relation to property damage at a conference centre last week.

On Tuesday, October 21, 2025, at approximately 7:45 am, police responded to reports of an active protest taking place outside a conference centre located on the corner of York and Wellington streets. Protesters were blocking the front entrance of the building, as well as barricading the parking garage with construction materials. Paint had also been thrown at staff members and police were dispatched.

One male suspect, wearing a mask, assaulted a man attempting to remove the barricades put in place by the suspect, and has since been identified by investigators.

As a result of the ongoing investigation, Nicholas Vincent Amor, 30, of LaSalle has been charged by way of warrant of arrest as he is currently in custody on other matters with another police service:

- Mischief over $5000;

- Conspiracy to commit an indictable offence;

- Assault - Disguise with intent.

The accused remains in custody.

LONDON, ON (October 22, 2025) – An Owen Sound woman is facing a number of charges after damaging property at a conference centre yesterday morning.

On Tuesday, October 21, 2025, at approximately 7:45 am, police responded to reports of an active protest taking place outside a conference centre located on the corner of York and Wellington streets. Protesters were blocking the front entrance of the building, as well as barricading the parking garage with construction materials. Paint had also been thrown at staff members and police were dispatched.

One female suspect, wearing a mask, used a hammer to break electronic locks off of the building entrance, and she was identified to police.

When officers approached the suspect, she fled from police into the crowd of protesters. When officers advised her that she was under arrest, she resisted police.

As a result of the investigation, Pamela Reano, 34, of Owen Sound, has been charged with the following offences:

  • Mischief over $5000
  • Conspiracy to commit an indictable offence
  • Resist arrest
  • Disguise with intent

The damage to the building is estimated at approximately $32,000.

The accused was released from custody and is scheduled to appear in London court on December 4, 2025, in relation to the charges.
