CHARGES LAID IN RELATION TO DRUG OVERDOSE DEATH

An Ottawa resident has been charged with manslaughter in connection with a drug overdose death northwest of Ingleside.
On Friday, October 28, 2022, officers with the Stormont, Dundas and Glengarry (SD&G) Detachment of the Ontario Provincial Police (OPP) were called to a residence on Neville Road in South Stormont Township. A 20-year-old woman was found unresponsive at the residence and was pronounced deceased at the scene. A postmortem examination determined that the victim died from an opioid overdose.
As a result, on Friday, February 27, 2026, Ibraheem KHALIFEH, age 22 of Ottawa, was arrested and charged with:
- Manslaughter, section 236(b) of the Criminal Code
- Trafficking in Schedule I substance, section 5(1) of the Controlled drugs and Substances Act - two counts
The accused was remanded into custody following a bail hearing and is scheduled to appear before the Ontario Court of Justice in Cornwall on Monday, March 2, 2026.
The investigation, in collaboration with the Office of the Chief Coroner, also included assistance from the OPP Provincial Auto Theft Team, OPP Organized Crime Enforcement Bureau, OPP Repeat Offender Parole Enforcement Squad, OPP Community Street Crime Unit, OPP Forensic Identification Services, Ottawa Police Service, Cornwall Police Service and the Federal Bureau of Investigation.
