(CAVAN-MONAGHAN TOWNSHIP, ON) - Officers from the Peterborough County detachment of the Ontario Provincial Police (OPP) charged an individual with criminal charges after conducting a stop for speeding.

On Tuesday March 31, 2026, just prior to 4:00pm, an officer from the Peterborough County OPP detachment was conducting speed enforcement on Highway 115. A northbound vehicle caught the attention of the officer as it appeared to be travelling well above the posted speed limit. The officer confirmed the speed of the vehicle and as a result, initiated a traffic stop.

Upon approaching the vehicle, the officer observed an open bottle of alcohol within reach of the driver and entered into an impaired driving investigation. A demand was made for the driver to provide a sample of their breath into an Approved Screening Device (ASD) which the driver failed to comply with.

During their investigation, the officer was made aware of the fact that there was an outstanding warrant for the driver in a different region.

The driver was arrested and transported to the Peterborough County OPP detachment.

Jessica CARNEY (age 33) of Oshawa, ON., was arrested and charged with:

  • Failure or refusal to comply with demand
  • Speeding
  • Fail to have insurance card
  • Drive motor vehicle, no currently validated permit

The accused is scheduled to appear before the Ontario Court of Justice in Peterborough on May 5, 2026.

The accused had their driver’s licence suspended for 90-days, and their vehicle impounded for seven days.
