(MADAWASKA VALLEY TWP, ON) - Members of the Upper Ottawa Valley (UOV) Detachment of the Ontario Provincial Police (OPP) have laid impaired driving charges against a Killaloe-Hagarty-Richards (KHR) Township resident after a recent traffic stop.

On Friday April 3, 2026, at approximately 12:45 am, police stopped a vehicle on John Street in Madawaska Valley Township. As part of the investigation a Roadside Screening Device was utilized, and the driver was transported to the detachment for further testing. Test results were more than three times the legal blood alcohol limit.

As a result, 62-year-old David Edward SMITH of KHR was charged with the following Criminal Code (CC) offences:

  • Operation while impaired - alcohol
  • Operation while impaired - blood alcohol concentration 80mg plus

The accused had their driver’s licence suspended for 90 days and their vehicle was towed and impounded for seven days. They were released to appear at the Ontario Court of Justice in Pembroke on Tuesday April 28, 2026.
