(LONDON, ON) - Driver charged after a traffic complaint of a possible impaired driver on Highway 401.

On May 23, 2026, at approximately 5:13 pm, members of the Middlesex County Ontario Provincial Police (OPP) were dispatched to the westbound lanes of Highway 401 in South-West Oxford Township for the report of a possible impaired driver.

Officers located the vehicle a short time later on Highway 401 near Highway 402 in the City of London, at which time a traffic stop was initiated. The driver was placed under arrest and transported to the Middlesex OPP detachment.

As a result, Winston FOOTE, a 65-year-old of Hartford, Connecticut, USA, has been charged under the Criminal Code and Liquor Licence Control Act with:

  • Operation while impaired - alcohol
  • Operation while impaired - blood alcohol concentration (80 plus)
  • Dangerous operation
  • Having care or control of a motor vehicle with liquor readily available

The accused was released from police custody and is scheduled to appear in the Ontario Court of Justice in London on June 23, 2026, to speak to the charges.
